Development squad?

It seems that a lot of clubs, including the likes of Gloucester and Bath, seem to have u21 development squads these days, to help bridge the gap between the youth teams and first team football.

This means that players can stay longer at clubs to develop rather then just getting released at 18 and having to scratch around looking for a club lower down the pyramid or drop out of football altogether.

Is this something that FGR could look into implementing?
